Shaun Middlebrook

Woor-Dungin

Shaun Middlebrook is a Wiradjuri and Yuin man who serves as CEO of Woor-Dungin, a First Nations-led organisation dedicated to decolonising institutional systems. He also holds the role of First Nations Consultant at the Australian Housing and Urban Research Institute, where he brings community-grounded perspectives to national housing and urban research.

Prior to these appointments, Shaun led Strategic Policy, Advocacy and Communications at Aboriginal Housing Victoria, overseeing the implementation of Mana-na woorn-tyeen maar-takoort, the Victorian Aboriginal Housing and Homelessness Framework. He then worked with the Yoorrook Justice Commission as the Manager of Strategy and Wellbeing where he also developed the Housing and Homelessness Enquiry for the Yoorrook Justice Commission, shaping its investigative framework and community engagement strategy.

Throughout his career, Shaun has maintained an unwavering commitment to systems change through a cultural lens. By forging strong partnerships across government departments and grassroots networks, he empowers First Nations communities to define and drive their own pathways to self-determination.

  • The systemic failures in the housing system identified by the Commission and how they disproportionately impact First Nations peoples, particularly women and families.

  • The practical role that community-controlled organisations and non-Indigenous service providers must play in driving this change on the ground.
