Matthew Duggan is a proud Nyigina and Torres Strait Islander man and serves as the Executive Director of Aboriginal Housing and Homelessness at Homes Victoria within the Department of Families, Fairness and Housing.
With over 20 years of experience, Matthew is an accomplished leader known for delivering evidence-based transformative reforms and strategies in both the public sector and Aboriginal community-controlled sectors.
Matthew is spearheading policy reform aimed at improving housing, health, and safety outcomes for Aboriginal communities. He brings a wealth of lived and professional experience in implementing system transformation across the Victorian public sector. Matthew has successfully led systematic changes in shaping the Victorian Governments approach to delivering more housing for First Peoples in Victoria.
Matthew has a passion to deliver quality and sustained outcomes for First Peoples and has strived for program innovation, excellence across the diverse fields of education, sport and recreation, housing, children and families, health, disability, and organisational governance
